Training Agreement – Learning at the Workplace

Previously, we talked about internships and on-the-job learning – nowadays, it’s about learning at the workplace. For learning at the workplace, a training agreement is made between the educational institution and the workplace for the student. A student studying under a training agreement is not employed by the workplace but is registered and under the responsibility of the educational institution. The training agreement can also serve as a gateway to apprenticeship training based on an employment contract – during the training agreement, the employer and the student have the opportunity to get to know each other.

In training based on a training agreement, the student acquires skills at the workplace through practical tasks, which are supplemented as needed in other learning environments. The student is not employed, so they are not paid a salary or other compensation.

There is no minimum time defined for the training agreement. It can be made based on the student’s individual needs and duration.

No compensation is paid to the employer for training based on a training agreement. However, the training provider and the workplace representative can agree on compensation if the student requires demanding, special support.

A training agreement can be used to complete a part or parts of a qualification or a smaller entity than a part of a qualification.

Agreements

When the training provider has determined that the workplace has the conditions to act as a learning environment and a personal competence development plan (HOKS) has been jointly planned for the student at the workplace, the training provider and the representative of the training agreement workplace make a training agreement. It is a fixed-term agreement for acquiring skills at the workplace through practical tasks.

The training agreement includes agreements on, among other things:

The training agreement must include the student’s HOKS insofar as it concerns training based on the training agreement. The HOKS should indicate, among other things, the practical tasks through which the student can achieve the targeted competence.

The training agreement is communicated to the student. The student participates in the approval of the training agreement by approving the related HOKS.

The provider of the training agreement workplace has the obligation to monitor the student’s competence development and report it to the training provider

Apprenticeship – Towards a Profession in Employment

Apprenticeship training is primarily education organized at the workplace through practical tasks, supplemented as needed by studies in other learning environments. In apprenticeship training, the student is paid a salary. The basis for the salary is determined by the sector’s collective agreements, and it is agreed upon between the employer and the student.

An apprenticeship student must be at least 15 years old. The weekly working hours must average at least 25 hours.

The employer is paid a training compensation if the organization of apprenticeship training is considered to incur costs for the employer. The payment of training compensation is agreed upon between the training provider and the employer.

An entrepreneur can arrange apprenticeship training in their own company, with the training provider and the entrepreneur as the contracting parties. In this case, the training compensation can be paid to another entrepreneur or person who acts as the mentor for the studying entrepreneur for the costs incurred from the guidance.

Apprenticeship training can be used to complete an entire vocational qualification or parts of a qualification or a smaller entity than a part of a qualification. Preparatory training and labor market training cannot be organized as apprenticeship training.

Agreements

When the training provider has determined that the workplace has the conditions to act as a learning environment and a personal competence development plan (HOKS) has been jointly planned for the student at the workplace, the training provider and the employer make an agreement on organizing apprenticeship training. This agreement cannot deviate from what has been planned in the HOKS. The agreement includes, among other things:

After this, the employer and the student make an apprenticeship agreement, which is a written, fixed-term employment contract. The apprenticeship agreement includes, among other things:

In the entrepreneur’s apprenticeship agreement, the contracting parties are the training provider and the entrepreneur.

The student’s HOKS must be attached to the apprenticeship agreement insofar as it concerns the apprenticeship.

HOKS = PCDP = Personal Competence Development Plan

Demonstration Confirms Competence

The professional skills and competence required for parts of the qualification are demonstrated by performing practical tasks in real work situations and processes through a demonstration. In the demonstration, the student shows how well they have achieved the key professional skills or competence defined in the qualification criteria.

If the workplace where the student is learning has the conditions to organize the demonstration, the opportunity is planned together with the apprenticeship employer or the representative of the workplace offering training based on a training agreement and recorded in the student’s Personal Competence Development Plan (HOKS).

The demonstration should be organized as soon as possible after the student is considered to have achieved the professional skill requirements or competence goals. The student can participate in the demonstration regardless of how the competence was acquired.

The training provider is responsible for implementing the demonstration. The demonstration is carried out at workplaces in practical work situations. For justified reasons, the demonstration can also be organized elsewhere than at the workplace, and if necessary, the competence demonstrated in the demonstration can be supplemented with other competence assessments as specified in the qualification criteria by the Finnish National Agency for Education.

Who Can Assess Competence?

Competence is assessed by two evaluators appointed by the training provider, one of whom is a representative of working life and the other a teacher or, for special reasons, another representative of the training provider.

The evaluators must have:

The evaluator must not have any conflicts of interest in relation to the student, such as being a close relative or having a particular benefit or harm.

The training provider familiarizes the working life representatives with competence assessment.
